PACO Group, as as part of a multi-disciplined Value Engineering (VE) Team consisting of HNTB, McKissack & McKissack, and DACK Consulting Solutions, provided VE Services to Amtrak for the Amtrak B&P Tunnel Replacement Project. 

The 144-year-old, two-track Baltimore & Potomac (B&P) Tunnel is located between the West Baltimore MARC Station and Penn Station in Baltimore, Maryland. The tunnel is owned by Amtrak and also used by Maryland Area Regional Commuter (MARC) trains and Norfolk Southern Railway freight trains.  

The tunnel is in deteriorated condition, creating a low-speed bottleneck and will require construction of four (4) single track tunnels in order to maintain current and projected Amtrak Northeast Corridor Service between Boston, MA and Washington, DC and MARC service between Baltimore and Washington.
