PACO Group, on a team headed by O’Brien Kreitzberg with Beyer Blinder, Belle and TAMS (now AECOM), led the development of a Total Project Budget, Construction Estimate and Schedule, and alternative financing/ownership and project delivery strategies for New York Pennsylvania Station Redevelopment effort. The scope of work included refurbishing the service building, the relocation of Amtrak passenger handling and consumer services to a readapted historic landmark US Postal Service facility known as the James A. Farley Building, and the rehabilitation of the existing Penn Station. This project required special attention to the ADA element in the adaptive reuse of this historic building. PACO Group also coordinated and led a Value Engineering Workshop that enhanced private project development opportunities.
